## Summary

#### Overview
**NTCSA invites an Open Tender (E3355NTCSAMWP) for Pegasus SS- National Security Project 1 Security Build 2A, to supply and install security infrastructure at Eskom Pegasus Substation.** Suitable bidders are security/ civil/electrical contractors with CIDB 6SQ or higher, able to meet local content, tax and CSD/CIDB prequalification, and capable of electronic bid submission via the Eskom e-tender portal. Relevant registrations, licenses (ECSA/SACPCMP if applicable), and integrity/safetyCompliance are required.

#### Requirements
- CIDB: main contractor 6SQ+; JV allowed with explicit liability and lead partner requirements; combined CIDB grade must meet tender value.  
- Mandatory returnables and fidelity: SBD forms, Annexures A–F/G, CIDB proof, tax clearance, and other listed documents (attached in ITT).  
- Compliance: CSD registration, tax compliance (SARS PIN where applicable), EEA compliance, local content declarations, and SBD 4/6.2 for PPPFA preferences.  
- Technical: Functionality criteria (Civil Works and NLEPDS) each 70% minimum; two-stage technical evaluation.  
- Contract: NEC3 ECC framework; security for performance if required; pre-vetted guarantors list for performance bonds.  
- Other: COIDA good standing; SHEQ, environmental and CVs/permits as applicable.
