#### Requirements
- Board portal capabilities including digital board packs, MS Teams/365 integration, e-signatures, voting/approval workflows, secure messaging, audit logging, and multi-committee support, plus data sovereignty and strong security controls (RBAC, 2FA, encryption, DR/backup).
- Qualifications and references: minimum three public-sector reference letters for board portal work in the last five years; due diligence on references.
- Leadership and qualifications: Project Lead with 5+ years in board-portal implementations; Project Lead must hold an NQF level 6 IT/PM qualification (SAQA if foreign).
- Delivery and support: provide a detailed project implementation plan (timelines, onboarding, system testing, close-out), plus a maintenance/support proposal with incident workflow and turnaround times.
- Compliance: alignment with Companies Act, PFMA, POPIA/GDPR, King IV/King V; data hosted in certified data centres; audit trails and ongoing security testing.
