#### Overview
**Procurement of a professional service provider to manage the Fezile Dabi District Municipality Road Asset Management System (RAMS) including operational requirements, for up to 36 months.** Target bidders: professional RAMS/PMS service teams with relevant engineering qualifications, RAMS/PMS project experience, and registerable personnel (ECSA and/or COTO where applicable). #### Requirements
- Key personnel must be registered with ECSA (or equivalent) for roles: Overall Project Manager, Visual Assessment Project Manager, Bridge Inspections Project Manager; certified copies or registration numbers must be attached. Alternative for non-registered candidates with significant RAMS/PMS leadership experience (+20 years, 10 of which in past 15 years) allowed.
- Specific roles and experience: Overall PM ≥7 years RAMS/PMS management; Visual Assessment PM ≥5 years; Bridge Inspections PM with COTO accreditation and ≥5 years post-COTO/SANRA TMH19/22 experience; Bridge and Major Culvert Inspectors with COTO accreditation.
- Requirements for RAMS team composition: at least 1 Bridge Inspector and 1 Major Culvert Inspector (COTO accredited); at least 2 paved road visual assessors (≥3,000 km rural / ≥500 km urban) and 2 unpaved road visual assessors (≥2,000 km rural / ≥500 km urban).
- Firm experience: minimum 5 years of RAMS projects of comparable scale/complexity.
- Documentation: complete and sign compulsory forms (MBD1, MBD2, MBD4, MBD6.1, MBD7.2, MBD8, MBD9, etc.); proof of tax compliance and CSD registration; BBEE documentation; returnable schedules; CVs and qualifications for all listed personnel; proof of ISO Quality Management accreditation recommended.
- Evaluation threshold: minimum 80% functionality to progress; total 100 points (62 for key personnel, 28 for firm experience, 10 for quality management); price and specific goals also score and determine final award.
