#### Requirements
- Eligible tenderers: private entities, state-owned, individuals, or joint ventures; JV members jointly liable; no public-officer conflicts; not debarred; compliance with anti-corruption and competition laws; must provide Certificate of Independent Tender Determination where applicable.
