  - Relevant similar experience; CVs of professional/technical personnel; proof of financial capacity; no canvassing.
  - Tender documents to be serialized; mandatory pre-tender site visit certificate.
  - Compliance with NCA registration (prior to contract award) and Kenyan tax obligations.
  - Tender security of KES 200,000; non-refundable tender document fee of KES 1,000; price quotes in Kenyan Shillings; tender validity 210 days.
