#### Requirements
- CSD registration with a full report.
- Complete MBD 3.3, 4, 8, 6.1 & 9 forms and annexures.
- Ethics Commitment Form and Authority to sign Form.
- Prices quoted must be firm and inclusive of VAT.
- Joint Ventures Agreement signed by all parties.
- Compliance with Matatiele SCM Policy and PPPFA 80/20; minimum functionality threshold (70 points) to proceed.
- Functionality criteria: interface with MUNSOFT/PAYDAY; demonstrated online cash management; implementation plan; security against fraud; public sector banking experience; Matatiele branch presence or proof of alternative access; staff qualifications and CVs for senior banking staff.
