#### Requirements
- Labour Intensive Construction (LIC) capability with a Project Leader holding LIC NQF L7.
- Project Leader must be professionally registered with ECSA and have at least 5 years post-registration civil engineering experience.
- Valid Tax Clearance Certificate with SARS verification pin; CSD Supplier Number and Unique Registration Reference Number.
- Minimum 51% South African Black ownership; Locality preferences: within Msunduzi (10 points) / within uMgungundlovu (5 points).
- Completion of mandatory data sheets and tender forms (incl. MBD4, MBD3, MBD8, MBD9) with Commissioner where applicable.
- Two-stage evaluation: Stage 1 Functionality (based on sector-specific criteria) and Stage 2 80/20 PPPFA scoring (specific goals).
