## Summary

#### Overview
**Provision of Annual Financial Services (AFS) for a period of three years to assist Joe Gqabi District Municipality with AFS preparation, GRAP compliance and MFMA reporting.** This open tender targets financially qualified service providers with municipal AFS/GRAP expertise, SAICA-registered lead professionals, and a strong compliance track record. Bidants should be able to assemble a CA-led team, meet CSD and tax-clearance prerequisites, and provide local governance and capacity-building support.

#### Requirements
- A team of at least three members; options include three SAICA-registered Chartered Accountants, or two SAICA-registered, or one SAICA-registered with relevant experience.
- Proof of SAICA registration and current good standing for the lead auditor; CVs and qualifications for all team members.
- Demonstrated municipal AFS/GRAP experience; letters from municipalities confirming prior work and clean audit outcomes.
- Must be registered on the Central Supplier Database (CSD) and provide tax clearance or SARS PIN; separate TCS/CSD for joint ventures/sub-contractors.
- Complete pricing schedule (per attached document) and submit all returnables; adhere to signing and integrity rules (no erasures, signatures on all pages).
- Locality and HDI goals: provide evidence for ownership, locality, and other specific goals to earn points.
- Insurance and performance security as per GCC/SCC; compliance with PPPFA 2000/2022 rules.
