- Technical Proposal Submission Form and Self-Declaration Forms SD1/SD2
- Not insolvent or debarred; no conflicts of interest
- JV details: lead member and all members (if applicable)
- Tape-bound tender document with detailed table of contents
- Evidence of eligibility and compliance with PPRA rules
