## Summary

#### Overview
**Framework Agreement for Provision of Broadband Internet Capacity to Educational Institutions.** This is a non-consulting, primary procurement using a two-envelope process to establish Framework Agreements with a single-Employer (ICT Authority, Kenya) for educational institutions’ broadband capacity, for an initial 3-year term (extendable to 2 more years). Bids are open to eligible international bidders as part of a World Bank–funded project (KDEAP).

#### Requirements
- Eligible bidders must meet Section III qualification criteria and Section IV bidding forms; JV bids allowed with assigned representative.
- Bidders must avoid conflicts of interest and disclose relationships with other bidders.
- No bid security is required for this process.
- Bank anti-corruption and sanctions requirements apply; bidders’ accounts may be audited.
- The framework is closed (Single-User FA with ICT Authority as the sole Purchaser) and may use secondary procurement to award Call-off Contracts.
- Bids are evaluated on both technical and financial criteria (weighting per BDS).
