## Summary

#### Overview
**Provision of Broadband Internet Capacity to Selected Government Sites through a Framework Agreement under KDEAP (Kenya).** The ICT Authority invites bids from network/telecom providers to establish a Single-User, Multi-Service Provider Framework Agreement for three years (extendable up to two more), with a secondary procurement process to award call-offs. #### Requirements
- Eligibility and conflict-of-interest rules; joint ventures allowed with clear representation and joint liability (JV agreement or LOI required).  
- A firm may bid only once; JV members must be properly authorized and bound.  
- Compliance with World Bank anti-corruption guidelines and sanctions; Bank may audit/inspect records.  
- Submissions must include two sealed envelopes (Technical and Financial) plus an outer “ORIGINAL BID” envelope; bid security is not required.  
- Evidence of qualifications and eligibility per ITB Section III and Section IV bidding forms; adherence to Section VII requirements.  
- Substantial responsiveness and adherence to bidding document terms; optional prequalification considerations apply per the BDS.
