## Summary

#### Overview
**Provision of Bulk SMS, Voice SMS, Short Code and USSD Gateway Solution on a 3-year framework contract for IEBC, open national tender.** Eligible bidders are providers with expertise in bulk messaging, telecom gateway integration (SMS, Voice SMS, USSD/Short Codes), and related services; the contract is on an “as and when required” basis for three years.

#### Requirements
- Eligibility and qualifications: the tenderer may be a private entity, a state-owned entity, or a joint venture (JV) with a representative and joint and several liability; no tendering for the same contract in multiple bids; no conflicts of interest.
- Compliance and integrity: comply with the Public Procurement and Asset Disposal Act (anti-corruption declarations), and sign the Certificate of Independent Tender Determination; avoid unfair competition; PPRA debarment rules apply.
- Local/national sourcing and nationality: foreign bidders must source at least 40% of inputs from Kenyan suppliers; nationality rules apply to proposed subcontractors.
- Documentation and submission: provide Form of Tender, activity schedule, tender security, JV agreements or letters of intent, and evidence of eligibility and conformity; tender prices in Kenyan Shillings.
