## Summary

#### Overview
**Registration of suppliers for Provision of Consultancy Services for FY 2026/2027 & 2027/2028 by Bungoma County Government, targeting training and management consultancy firms with at least two years’ relevant experience in HR, culture change, finance, procurement and related services to prequalify.** This is a prequalification/registration exercise; successful firms will be invited to tender.

#### Requirements
- Eligibility and integrity: comply with ITA 5–6, not suspended or debarred (PPRA), no conflict of interest, and evidence of eligibility (Tax Clearance, PIN, Certificate of Incorporation, etc.).
- JV rules: maximum 2 members; if a JV prequalifies, only one tendering entity may proceed; JV members must be jointly and severally liable.
- Documentation for prequalification: original and copies of prequalification documents, properly bound, serialized; Form ELI-1.1 and ELI-1.2; Form CON 2 (litigation history); Form FIN 3.1/3.2; notations on financial capacity.
- Minimum technical qualifications (Stage 2): at least 2 years’ contracts for consultancy services in HR, culture change, finance, procurement or related fields; Team Leader with Masters and professional membership; at least 2 key personnel with Bachelor’s degrees; robust company profile; positive financial capacity (audited accounts or bank statements); ability to demonstrate relevant experience via LSOs/contracts (2024–2025).
- Additional: compliance with environmental and anti-corruption rules; no involvement in collusive practices.

#### How to Apply
- Obtain documents free of charge from the PPIP Portal or Bungoma website (PROVISION OF CONSULTANCY SERVICES.pdf). 
- Prepare applications per ITA requirements: Application Submission Letter; Eligibility declarations; Qualifications information; and supporting documents (Tax Clearance, PIN, Certificate of Incorporation/registration, Audited Accounts, Single Business Permit, etc.). Include Form CON 2, FIN 3.1/3.2, EXP 4.1, EXP 4.2(a)/(b) where applicable, plus JV information if relevant.
- Submission: manual submission in a sealed envelope to Bungoma county Government, Chief Officer Finance, at the County Supply Chain Office, Bungoma. Include the prequalification identification from the PDS.
