#### Requirements

  - Certificate of Independent Proposal Determination
  - Self-declarations (FORM SD1/SD2)
  - Declaration and Commitment to the Code of Ethics
  - Tender Securing Declaration
- Experience and personnel:
  - Firm with at least 5 years in software development/maintenance (proof of 2 assignments)
  - Adequacy of work plan and methodology
  - Key staff: Team Leader (Bachelor’s in CS or related; ≥5 years), Associate Expert (Bachelor’s in CS/IT; ≥3 years); CVs for all key staff
- Eligibility and ethics:
  - No conflicts of interest; not debarred by PPRA; compliance with anti-corruption rules
  - Key Experts must not appear in more than one proposal (unless allowed)
  - Standstill period of 14 days; lowest evaluated price wins among those meeting minimum technical score (70/100)
