- Preference will be allocated under an 80/20 system: 80 points for Price, 20 points for Specific goals; bidders should be able to demonstrate meaningful empowerment credentials.
- Must be in good standing with tax authorities; SARS tax clearance and no municipal rates/service charges arrears.
- Must be registered on the National Treasury Central Supplier Database (CSD).
- Proposals must be comprehensive and properly endorsed; pencil bids are invalid; no emailed or faxed submissions.
