**This tender seeks proposals to provide an Environmental and Waste Audit of the Matatiele Local Municipality landfill site.** Suitable bidders are environmental consultancy firms with waste-management auditing experience, environmental compliance expertise, and familiarity with PPPFA and SA public procurement processes (e.g., MBD forms, CSD, JV arrangements).

#### Requirements
- Mandatory documents: Proof of Central Supplier Database (CSD) registration; complete MBD 3.3, 4, 6.1, 8 & 9 (with annexures); Ethics Commitment Form; Authority to sign; Prices inclusive of VAT; Joint Ventures Agreement signed by all parties. 
- Evaluation framework: two-phase process (Phase 1: Functionality 100 points; Phase 2: 80/20 PPPFA). Bidders must score at least 75 points in functionality to proceed.
- Functionality criteria: Company Experience 30 points; Personnel 70 points.
- Compliance and procurement rules: adherence to Matatiele SCM Policy, Preferential Procurement Policy Framework Act No. 5 of 2000, and Section 217 of the Constitution Act No. 108 of 1996. Document price must be firm and VAT inclusive.
