## Summary

#### Overview
**The tender is for the provision of Internal Audit Services for a period of three years for ECSECC.** It targets professional, public-sector internal audit expertise, requiring adherence to Global Internal Audit Standards (GIAS) and IPPF, PFMA, and GRAP, with an outsourced Chief Audit Executive and a team of qualified auditors. Preference may be given to bidders with East London presence and strong coordination capability with AGSA and other assurance providers.

#### Requirements
- Proven internal audit experience in a public-sector or PFMA/GRAP environment;
- Demonstrated risk-based internal audit methodology aligned to GIAS and QAIP, with a three-year rolling plan and annual risk-based plan;
- Ability to provide specialist resources (IT, cybersecurity, data governance) as needed; 
- Independence and conflict-of-interest safeguards; 
- Capability to coordinate combined assurance with AGSA and other providers; 
- Key personnel with appropriate qualifications (IIA and/or SAICA/CIA/CA) and an identified engagement leader; 
- Detailed organogram, CVs, qualifications, and proof of registration; 
- Location preference or operating presence in East London; 
- Compliance: tax clearance, B-BBEE certificate or sworn affidavit, and GCC compliance; 
- Document set: SBD 1, Tax Clearance, Annexure A Pricing Schedule, SBD 4, GCC, and pre-qualification materials; SBD 6.1 not required at bid stage; **pricing must align with Annexure A/B** (ToRs).
