#### Overview
**Provision of legal, governance and risk advisory services to establish a SAMRC Foundation.** The SAMRC seeks a one-off service provider to conduct legal assessment, provide formal opinions, and design a governance and risk framework for an independent fundraising foundation, in line with Minister of Health conditions. Deliverables encompass legal opinion, governance instruments, risk controls and safeguards. This engagement is one month long with proposals valid for 90 days, briefing on 18 June 2026, and closing 24 June 2026 at 11:00 (see 220487 - specification.pdf).

#### Requirements
- Mandatory eligibility: valid tax clearance or PIN; CSD registration; company registration documents; BBBEE status. (see 220487 - specification.pdf)
- Required expertise: admitted attorneys with public-sector focus; CA(SA)/Accounting Officer or equivalent; demonstrated SA governance/finance experience.
- Deliverables: independent verification report for the Minister, supportive documentation, governance agreements, dissolution/termination provisions, and risk-mitigation measures. (see 220487 - specification.pdf)
