## Summary

#### Overview
**Framework contract for the provision of legal services as and when required for the County Government of Bungoma (two-year period, 2026–2028).** This is an Open National tender inviting law firms or qualified lawyers to provide legal services under an as-and-when-required framework. JV arrangements are allowed; bidders must meet Kenyan procurement and professional-licensing norms and not be debarred.

#### Requirements
- Eligibility: private firms, individuals, state-owned entities (and JVs); no public officers involved; no conflicts of interest; not debarred from public procurement; tax clearance in Kenya.
- Tender documentation: Form of Tender, price schedules, tender security or tender-securing declaration, JV agreement or letter of intent if a JV, manufacturer authorization if applicable, and evidence of qualifications as per Section III.
- Professional prerequisites: bidders must be legally qualified to provide legal services in Kenya; ensure conformity with the tender specifications and approvals required by local law.
- Compliance: English language for the tender; adherence to cost/price and submission requirements; appropriate currency and pricing rules as set out in the tender documents.

#### How to Apply

- Submit hard copies to: Chief Officer of Finance, County Government of Bungoma; Tender Box outside Supply Chain Management Office Headquarters (address in the tender docs).  
- Deadline: before 28 July 2026 at 10:00 A.M (submission must be in hard copy unless the Tender Data Sheet allows electronic submission).  
- Include: Form of Tender, price schedules, tender security or securing declaration, JV documents if applicable, tax clearance, and any other documents per the Tender Data Sheet (see PROVISION OF LEGAL SERVICES.pdf).  
- Tender opening: public, immediately after the deadline; attendance by tenderers’ representatives (see tender documents).  
- Pre-bid briefing: as indicated in the Tender Data Sheet (if any). If not specified, briefing is not mandatory.
