#### Requirements
- Latest three years of audited annual financial statements (compulsory).

- Proof of municipal rates status for the bidder and directors (not in arrears >90 days) or valid lease/residence evidence.
- Certified copies of company registration and IDs of directors; letters of authority to sign with specimen signatures.
- Completion of mandatory returnables (MBD1, MBD2, MBD3.1, MBD4, MBD5, MBD6.1, MBD7.2, MBD8, MBD9).
- Evidence of hosted on-line vending experience; disaster recovery/business continuity plan; references; mSCOA implementation approach.
- STS TID Edition 2 compliance certificate; XMLVend integration proof; ISO certifications (ISO 9001/14001/27001/8583/45001).
- Key personnel: CVs and qualifications (e.g., Projects Manager, Contract Manager with relevant engineering/electrical background).
- Local procurement criteria: compliance with B-BBEE (Level 1 preferred), sub-contracting to EMEs (≥30%), CSI/SLP proposals.
- Compliance with 70% minimum functionality score (Stage 2); third stage uses 80/20 price-preference system.
