#### Requirements

- Proof of registration on National Treasury’s Central Supplier Database (CSD) showing active status and tax compliance; original Tax Clearance Certificate (SARS) or TCS PIN required (SBD 2).

- Phase 2: provide title deed proving property ownership and a signed relationship/authorization letter from the landlord (Annexure B; Phase 2).
- Phase 3: building compliance documentation (approved plans or structural report; Occupancy Certificate; Zoning; Fire/Muster plan; Electrical Compliance; Pest Control; Building Maintenance Plan) and distance/access criteria (within 2 km to court; proximity to public transport; accessible entrance) with a 6-month grace for non-critical items (Annexure A).
- Lease terms: 5-year operational lease with no deposit; landlord to handle refurbishments per CIDB; Tenant Installation Allowance; continuous water supply and separate water meter; standard LA SA lease form; annual escalation as negotiated (Annexure B).
- Evaluation: price (80 points) and specific B-BBEE contribution (20 points); reference checks and affirmative action requirements.
