**Provision of office accommodation for a period of up to five (5) years for the George Local Office, secured via an operational lease to Legal Aid SA.** Bidders are landlords/property owners in George who can meet Legal Aid SA’s workspace norms and extensive tenancy requirements (refurbishment by landlord, CIDB considerations, water back-up, OHS compliance, accessibility). #### Requirements
- Active registration on Central Supplier Database (CSD) and tax compliance; provide evidence (CSD/TCS as applicable).  
- Tax clearance: original SARS Tax Clearance Certificate (TCC 001) with bid; separate TCS/PIN for consortia; use eFiling or SARS certificate (SBD 2; SBD 1) (RFP documents).  
- B-BBEE: valid B-BBEE certificate or sworn affidavit; JV/consortium must provide consolidated B-BBEE status (SBD 6.1).  
- Completion of required bid documents: SBD 1, SBD 3.1 (Pricing Schedule), SBD 4, SBD 6.1, plus Annexure B and detailed pricing (Annexure B).  
- Landlord must prove property ownership (title deed) or provide signed relationship/agency letter dated within last 12 months (Annexure B Phase 2).  
- Local documents: municipal/electricity accounts not older than 2 months; building compliance documents (occupancy, zoning, fire safety, electrical, pest control); building maintenance plan (Phase 3 criteria) (Property Specification George LO).  
- Lease terms: minimum five-year operational lease, no deposit, landlord to provide Tenant Installation Allowance and undertake refurbishments per CIDB; right of first refusal clause; use Legal Aid SA standard lease agreement.  
- Location and accessibility criteria: within 2 km walking distance to magistrate court; proximity to public transport; accessible entrance for people with disabilities; parking provisions (minimum 7 bays) (Property Specification – Annexure A).
