#### Requirements
- Offer a minimum five-year operational lease (no deposit) and be open to Tenant Installation Allowance and landlord refurbishment per CIDB standards (Annexure A).
- Landlord to provide dedicated water and electricity meters and maintain common/exterior areas; building must support accessibility (ground floor or lift with accessible features) (Annexure A).
- Right of first refusal for Legal Aid SA; use Legal Aid SA standard lease form; landlord fits within Legal Aid SA policy framework (Annexure A).
- Provide proof of ownership (title deed) or mandate letter if bidding on behalf of owner (Phase 2 criteria) (Annexure A).
- Space must be located in or near Alexandra with proximity to the magistrate court (within 500m preferred) and accessible public transport; site visits will assess functionality (Annexure A).
- Compliance documents: complete SBDs (SBD1, SBD3.1, SBD4, SBD6.1), Tax Clearance or CSD registration; single TCS for each party in multi-party bids (SBDs, Annexure B) (RFP package).
