#### Requirements
- Bidder must own the leased property or submit a signed deed of sale or power of attorney; joint ventures require a signed JV agreement.  
- Mandatory compliance: Occupational Health and Safety certificate, CSD tax status, and proof of company registration (CK) or title deed; all Forms to be completed in black ink; no correction fluid.  
- Office specs: 219 m2 usable area minimum, 12 accessible parking bays, wheelchair accessibility, and branding visible from street. Building must meet National Building Regulations and Occupational Health and Safety Act standards; single-tenant occupancy preferred.  
- Maintenance: landlord to cover building maintenance; rent to include municipal services and escalation; full access to backup water, network connectivity, and security as specified.  
- Evaluation: three-stage process—Administrative compliance (mandatory), Functionality (minimum 65/100), then Price plus Specific Goals under PPPFA 80/20. (see Terms of Reference and Annexures in the attached document)
