## Summary

#### Overview
**Provision of Plant Instrumentation Design and Commissioning Services including Associated Electrical and Civil Designs and Commissioning Services for all six (6) units at Lethabo Power Station.** Bidders should be engineering consultancies with proven Industrial Instrumentation & Control design and commissioning experience, capable of delivering electrical and civil design work, and with ECSA-registered engineers for design sign-off.

#### Requirements
- Minimum experience: at least 3 reference projects in industrial C&I field design and commissioning across different plant areas; each with completion letters/certificates and client contacts (2+ verifiable client contacts).
- Design sign-off by Professional Engineer (Pr Eng) or Professional Technologist (Pr Tech Eng) registered with ECSA; provide sign-off identification, valid registration certificates, and proof of formal design review process.
- Quality and safety: demonstrate ISO 9001-based QMS (Section A–D evidence), provide Contract Quality Plan, and meet Safety/Environmental requirements (COIDA good standing, Health & Safety Plan, Environmental Management Plan, CVs for designated safety roles).
- Compliance and contract: NEC 3 Professional Service Contract (PSC) as the governing form; complete mandatory returnables (SBDs, tax/CSD, PPPFA specifics, B-BBEE), and provide CIDB where applicable (not applicable for this scope). 
- Tender process: electronic submission via Eskom E-tendering with PDFs/Excel pricing; no hard copies; maximum 4 GB total upload; site visit and clarification requirements; non-compulsory online meeting and site walk details noted in the ITT (see (Approved Invitation to Tender (ITT) for CI Refurbishment Project.pdf)).
