#### Overview
**Provision of professional services as a transaction advisor to undertake a bankable feasibility study, cost-benefit analysis, financial modelling, project preparation, and to develop procurement documents for Performance-Based Contract (PBC) projects for Non-Revenue Water (NRW) reduction in Buffalo City Metropolitan Municipality.** Firms with NRW/PBC experience and proven capacity in bankable studies, CBA, modelling, and procurement documentation are invited to bid; must have CIDB/SA registrations and be tax compliant to participate.

#### Requirements
- Demonstrated experience delivering bankable feasibility studies, cost-benefit analysis, financial modelling, project preparation, and procurement documents for NRW-related PBCs, with NRW-related professional fees of at least R25 million in the last ten years.
- Minimum qualified resources across six roles: Project Manager/Team Leader (Professional Engineer, ECSA); Civil Engineer NRW (Professional Engineer or Engineering Technologist, ECSA); Legal/Regulatory/Contracts Expert (Attorney or engineer with contract experience); Institutional/Organizational Development Expert (SABPP); Municipal Finance/Infrastructure Investment Analysis Expert (CA(SA) or CFA, CIPFA member); Environmental Management and Development Expert (EAPSA). Lead/tendering team must cover these disciplines.
- Professional Indemnity Insurance (lead bidder in a JV acceptable) at least twice the proposed fee; active Tax Compliance Status (SARS PIN) for the tender period; not listed on tender defaulters lists or restricted from public sector work; no conflicts of interest.
- Compliance and process: CIDB registration as applicable; two-envelope tender process; submission in the prescribed manner; relevant SBDs and returnable documents.
- Additional prerequisites: valid COIDA, Central Supplier Database (CSD) status, and other returnable documents as specified.
