- Documentation and registrations: valid SARS tax clearance; SANAS-accredited B-BBEE certificate or sworn affidavit (EME/QSE); CSD registration; IDs for company directors.
- Bid documents: fully completed RFQ; official quotation on company letterhead; returnable documents including latest tax clearance, BBBEE, CSD/MAAA number, and director IDs; ensure SBD forms are signed.
- Compliance notes: no disqualification for tax non-compliance after a 7-working-day remedy window; no false declarations; adherence to SAFCOL supplier code of conduct; JV bids require consolidated BEE.
- Evaluation: Phase 1 Administrative Compliance; Phase 2 Mandatory Evaluation (equipment and documentation); Phase 3 Price and Specific Goals (80/20, with 51%+ Black Ownership awarding 20 points).
