Bidders should have local office, armed-response capability, and meet PSIRA, COIDA, UIF, Bargaining Council, ICASA, police clearance for owners/directors, and LOGIS/CSD registration.

#### Requirements
- Mandatory registrations and documents: PSIRA certificate (company and guards), COIDA, Bargaining Council, ICASA license, Police Clearance for owner/directors, Security Officer PSIRA certificates, Liability Insurance of at least R2 million; Tax compliance status and CSD verification; LOGIS registration.
- Local presence: Fully functional office within the Alfred Nzo District; site inspections may be conducted.
- Personnel and qualifications: Owner and supervisors must hold PSIRA Grade B or A; company at least 2 years old with local office; Project manager CV (Grade B, 5 years); Supervisor CV (Grade B/A, 3 years); Security officers with Grade C/D/E; Payslips and payroll proof after award; Armed response capability.
- Evaluation and compliance: Two-stage evaluation with Stage 1 Administrative Compliance and Functionality (min 60% threshold, 65 points for functionality); Stage 2 80/20 or 90/10 preference (price vs. specific goals); specific goals include black-owned 51% (5 or 4 points), women 51% (7 points), youth 51% (4 points), disability 51% (2 points).
- Other: Contracts for 36 months; salary and labour law compliance; proof of relevant insurance and licenses; compliance with two-envelope or single-envelope procedures as applicable.
