## Summary

#### Overview
**Provision of terrain maintenance and gardening services for Belfast Plantation and Pan section for 12 months.** Bidders should be local gardening/landscaping contractors with capacity to deploy a team (10 workers) and own/lease required equipment, plus meet regulatory and B-BBEE requirements (SANAS-accredited or sworn affidavit).

#### Requirements
- Service provider must reside under Emakhazeni Local Municipality and prove proximity (proof of residence within 1–30 km of Belfast plantation). 
- Operate with at least ten production employees on site; provide trained substitutes as needed.
- Equipment and PPE: 1 garden lawnmower, 5 brush cutters, 1 LDV for waste disposal, garden tools; PPE per Belfast Plantation standards.
- Regulatory/compliance: SARS tax clearance, SANAS-accredited BBBEE certificate or sworn EME/QSE affidavit, CSD/MAAA number, ID copies of company directors; compliance with BCEA, COIDA and Labour standards; relevant safety and hazard requirements.
- Mandatory documentation and disclosure: Phase 1 administrative compliance; Phase 2 mandatory requirements (proof of residence, 12+ months in operation, vehicle ownership/lease for LDV, mower and cutters ownership/lease, team leader qualifications).
- Specific goals: 80/20 preference system; at least 51% Black ownership; local locality proof and other B-BBEE criteria to claim points.
- Scope of work: daily cleaning of facilities, grass cutting, tree pruning, domestic refuse removal and recycling, garden waste removal, and traps cleaning; labour provision and transport for workers.
