#### Requirements
- Mandatory qualifications and documents:
- Fully completed RFQ on company letterhead; returnable documents (tax clearance, BBBEE SANAS or sworn affidavit, CSD/MAAA, director IDs) (Phase 1).
- Phase 2 mandatory: proof of eMakhazeni residence, 12+ months in operation (CIPC), at least two reference letters for gardening/cleaning, team leader Grade 12, and demonstrated resources (1 LDV for waste; 1 lawnmower; 5 brush cutters; vehicle ownership/lease; proof of registration).
- Labour and safety: Basic Conditions of Employment, Labour Relations Act compliance, COID, safety reps, first aiders, PPE for all workers (boots, overalls, hats, etc.).
- Operational requirements: 10 on-site workers daily; transport for workers; regular on-site supervision; daily production sheet submission.
- Technical: equipment list and use of own gear; adherence to PPE and safety standards; on-site labour management and IR responsibilities.
- Pricing and local/social goals: price and specific procurement goals under the 80/20 framework; local residency and ownership targets (e.g., 51% Black Ownership,Women/Youth/Disability ownership), local content, and RDP locality proofs.
- Returnable documents and verification: SBD4 disclosures; tax and anti-corruption declarations; CSD registration; IDs of directors.
