**Provision of UIFW Expenditure Investigation Services as per MFMA Section 32 (2025/2026) to support Nongoma MPAC.** The Nongoma Local Municipality seeks a qualified service provider to conduct a UIFW investigation (approx. 150 transactions) with data gathering, testing, reporting to MPAC, and final handover; bidders should have local-government UIFW MFMA s32 experience and meet the stated evaluation criteria (functionality min 70/100, PPPFA 80/20). #### Requirements
- Functionality: minimum 70/100 to qualify for next evaluation.  
- Experience: proven UIFW MFMA s32 investigations in local government; provide appointment letters and client references.  
- Key personnel: CVs, finance or law qualifications, and active professional registration (e.g., SAICA/SAIPA or LPC).  
- Methodology: 2–3 page plan showing planning, data collection/analysis, investigation, reporting, QA.  
- Support staff: CVs and qualifications for two support staff.  
- Compliance: complete MBD1, MBD3.3, MBD4, MBD6.1, MBD8, MBD9; include CSD number and valid tax clearance/PIN; copies of company directors’ IDs; Certificate of Authority for Signatory; proof of CIPC registration; bank letter; municipal address proof. (From attached RFQ documents)
