## Summary

#### Overview
**Procurement of a complete uniform design, development, manufacture, fitment, alteration, supply and delivery for Parliament’s Protection Services Division (PSD).** Suitable bidders are service providers with proven experience in uniform design, development, manufacturing, branding, fitment, alteration, and delivery, capable of delivering a full PSD uniform solution including branding, sizing, on-site fitment, and support services. Proposals will be evaluated on an 80/20 price/HDI-RDP preference basis, with mandatory HDI/RDP criteria and local content requirements.

#### Requirements
- 80/20 evaluation: 80 points for price; 20 for HDI and RDP goals. 
- HDI goals: Black; Women; People living with disabilities; RDP goals: SMME; Youth; Local content (with supporting documents).
- Mandatory documents: at least three signed reference letters; company profile (3+ years); fabric swatches labeled; digital mock-ups; fully finished labelled physical samples if requested; detailed pricing schedule; declaration of interest; valid tax PIN; current CSD registration.
- Compliance: quotes on company letterhead with VAT number; no Parliament logo on proposals; complete RFQ; tax and regulatory documentation; vetting may occur.
- Technical/operational: design development, production-ready designs, technical specifications, branding per Corporate Identity Guidelines; on-site fitment, alteration and size ranges (petite to plus); turnaround times; warranty (minimum 6 months) and replacement of defective garments.
- Deliverables and branding: uniforms must reflect Parliament PSD branding; branding placements and mock-ups must be approved prior to production.
