## Summary

#### Overview
**Procurement of the Provision of Small Plant Operator Training for Civil Services Officials**. Bidders should be training providers with accreditation and capacity to deliver outcomes-based, customised operator training, with pre- and post-assessments, facilitator expertise, and monthly learner reporting (incl. NLRD/POE where applicable).

#### Requirements
- Accredited/registered with a QA body (SETA/QCTO) and proof of accreditation.
- Facilitator CVs, bilingual in two Western Cape official languages; demonstrable relevant experience; reference letters.
- Ability to customise training to municipal core functions; deliver pre-assessments, formative/summative assessments, and monthly progress reports.
- Portfolio: similar trainings delivered for other organisations; local area experience within the West Coast, with reference letters.
- Course materials, training equipment, PPE where indicated; course duration ≈ SAQA SA unit standard SAQA ID 12875; learning areas per document.
- Compliance documents: CSD registration, Tax Compliance Status (or valid TCS/PIN), VAT status if applicable; MBD forms 4, 8, 9; MBD1; MBD6.1 (BBEE/locality) as required for preference points.
- Functionality scoring: bidders must achieve at least 20/35 to be considered (see Functionality Criteria).
- Locality: preference considerations under MBD6.1; evidence of locality within Cederberg/West Coast/Western Cape.
