#### Requirements
- Core software components (mandatory): Vector design (Illustrator or equivalent), Image editing (Photoshop or equivalent), Layout/publishing (InDesign or equivalent), Video editing/post-production (Premiere Pro or equivalent). Equivalents allowed (brand names not binding).
- Training and support: user training, helpdesk/escalation, manuals.
- Experience: minimum 3 years in supplying graphic design software; at least one reference letter confirming delivery of creative suite software, licensing/management, deployment and support.
- Compliance and documentation: complete and sign SBD forms (SBD1, SBD4, SBD3.1 pricing), Annexure A (Resolution to Sign) if applicable, and submit tax/CSD/VAT details as required.
- Procurement rules: two-stage evaluation (Administrative Compliance, then PPPFA 2022). Points for price (80) and specific goals (20); bidders must provide proof for specific goals (e.g., locality within the Eastern Cape).
- Brand-name note: specification allows equivalent products if they meet or exceed requirements.
- Contract terms: bid validity, performance/security provisions, and other GCC/SCC conditions apply.
