**The appointment of a qualified service provider to develop VOCMA’s Catchment Management Strategy (CMS) for the Vaal-Orange Catchment Management Agency (VOCMA) for a 30-month period.** Bidders should be experienced in water resource management, CMS development, and related engineering or natural sciences, capable of leading a CMS with multi-stakeholder engagement (consortia allowed).

#### Requirements
- Study Leader must be registered with ECSA as a Professional Engineer or with SACNASP as a Professional Scientist (or equivalent), with certified registration.
- Study Leader qualifications: any Engineering or Natural Science degree; higher qualifications (PhD/Master/Honours/BTech/Bachelor) aligned with professional registration; attach CVs and certified copies.
- Experience of project team: proven experience in Water Resource Management Strategy studies, strategy development/implementation, and related legislation; demonstrated project management and water/sanitation knowledge.
- Compliance and pre-qualification: tax compliance (SARS PIN or TCS certificate); if part of a consortium/joint venture, each party must provide its own TCS/CSD or PIN; if no PIN, provide CSD number.
- State service prohibition: bids from persons in the service of the state or with directors in the service of the state are not eligible.
- Procurement framework: subject to BBBEE and Preferential Procurement Regulations (2022); 80/20 evaluation split; PSP may be a consortium to meet requirements.
