- Mandatory qualifications: four (4) Call Centre Agents with CVs and certified qualifications; two (2) Project Managers with at least 5 years in forensic/legal practice and at least NQF level 7; minimum 2 years of prior call-centre management experience; two reference letters.  
- Technical/operational: hosting the Fraud Hotline at own facility; support for 080 874 9263 with WhatsApp/Telegram and web-based access; 24/7 operation in at least four official languages (with English translation of reports); monthly/disclosures reporting and confidential handling; 30-day handover at contract end; data retention for duration plus 6 months; police/vetting clearance for the team.  
- Financial/commercial: monthly fees broken down by activity (retainer, setup, excess calls, etc.); pricing schedule completeness; market-price viability considerations.
