## Summary

#### Overview
**Procurement of civil services for SANPC Refinery over 36 months on an as-and-when-required basis; suitable for civil engineering contractors with on-site capabilities, HSSE management, and refinery-compatible execution.** Bidders should have the capacity to supply labour, materials, equipment, and supervision, perform maintenance and project works, and operate under refinery safety and QA standards.

#### Requirements
- Compulsory site briefing and RSVP (on-site access requires PPE and ID).  
- Submit valid SARS Tax Compliance Status (PIN) and related documentation; BBBEE affidavit/certificate; CSD Summary Report or supplier number.  
- Enter into a 37.2 subcontracting agreement before any subcontracted work.  
- Health and Safety: appoint nominated responsible persons, attend safety/job meetings, conduct toolbox talks, and comply with OHSA Section 11.  
- Returnable documents must be provided with the proposal (Parts 3–7, Annexures A/B, SBDs 1/4/6.1).  
- The contract may include post-tender negotiations and other evaluation criteria; due diligence may be conducted.
