- Stage 2 Technical Evaluation
  - Evidence of regulatory certifications or authorized dealer status (e.g., KEBS, ERB, ERC, etc.)
  - Company profile showing relevant experience and financial capacity
  - Details and evidence from three referees (contracts/LSOs/LPOs)
  - Audited accounts for the last year or bank reference
  - History of litigation, if any
  - Qualifications and CVs for three key personnel
- Note: JV arrangements allowed; details to be provided per Section III; no margin of preference unless stated in the PDS.

- Prepare: Application Submission Letter; Eligibility declarations; Qualifications; Form ELI-1.1/1.2; FIN and EXP forms as required (Section IV).
- Submission: in a sealed envelope clearly labeled with the Tender No. and Description, addressed to the Chief Officer, Ministry of Finance, Revenue Management and Accounting, P.O. Box 33-90200, KITUI. Submit to the Tender Box at the entrance of County Treasury—Governors Block. Deadline: 17 September 2026 at 12:00 noon (see documents). No late submissions (see CGoKTI/Reg/011/2026-2028).
- Clarifications: in writing, by 17 September 2026; pre-application meeting/site visit not applicable (N/A) per the PDS.
