## Summary

#### Overview
**Construction (relay) of 11.1 km of Lower Thukela’s Gravity Pipeline, to be executed by a CIDB 9CE-rated contractor over about 18 months.** Competent contractors with CIDB 9CE, BBBEE and Contract Participation Goals (CPG) experience are invited; the project applies a two-stage evaluation (Functionality then Price and Preference).

#### Requirements
- CIDB grading: active 9CE.
- Contract Participation Goals: minimum 35% CPG (25% from uMngeni-uThukela area; 10% local).
- Functionality: minimum score of 70 points; followed by Price and Preference (90/10 or 80/20 based on contract value) with SBD 6.1 preference points.
- Compliance/documents: Bidder’s Disclosure (T2.2.2); Tax Compliance Status (TCS) or CSD; COID good standing; Tax PIN; Registration Certificates; proof of attendance at compulsory clarification meeting.
- Returnable schedules: Tenderer’s Experience, Key Personnel, Quality Assurance/Environmental Management, Method Statement, Preliminary Programme, etc. (T2.2.x series).
- Attendance at compulsory clarification meeting and signing requirements; no documents issued at briefing.
- Additional: letters for Performance Guarantee (where required), and evidence for CPG claims.
