## Summary

#### Overview
**Procurement of emulation software licenses for the Free State Office of the Premier for a period of three years.** The contract covers TN3270 TLS emulation software for 1971 users to support the planned VPN rollout (PERSAL, LOGIS, EXAM), with delivery to Fidel Castro building, Bloemfontein.

#### Requirements
- Be registered on National Treasury’s Central Supplier Database (CSD).
- Provide Emulation Software via an Original Software Manufacturer (OSM) or an accredited OSM partner.
- Submit evidence of MIOS certification/compliance (Annex B).
- Demonstrate bidder experience: at least one prior customer in the last five years with reference letters.
- Include mandatory returnables: SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preferential Procurement Claim) with supporting evidence; accept GCC and any SCC.
- Provide tax/compliance details: SARS Tax Compliance Status and/or TCS PIN; no bids from government employees or related entities.
- Accept Special Conditions of Contract (SCC) and Government Procurement GCC; sign compliance declarations.
- Maintain preferred BBBEE requirements (certificate or sworn affidavit) for preference points.
