#### Overview
**The tender seeks qualified consulting firms to provide end-to-end Business Development Services (BDS) providers to support youth employment under the Eswatini Youth Employment Opportunities Project (EYEOP).** The assignment covers design, delivery and monitoring of a comprehensive BDS package for youth in prioritized agricultural value chains (vegetables, field crops, small ruminants, poultry and aquaculture) with initial engagement for one year and potential annual renewals, implemented by EWADE and funded under IDA. - Shortlisting criteria (illustrative):
  - Core business in BDS, enterprise development, entrepreneurship, skills development and related areas.
  - At least one similar assignment in last five years (scope and complexity).
  - Experience in youth and enterprise development; agriculture/agribusiness value chains; finance readiness and financing; regional context in Eswatini/Southern Africa.
  - Technical/operational capacity to deliver at scale; inclusive development (gender, disability, climate resilience).
  - Experience with donor/government/multi-stakeholder programmes; ability to mobilize delivery resources and ensure data quality.
  - Compliance with World Bank conflict-of-interest rules.
