**Procurement of a service provider to develop, implement, maintain and support a Regulatory Data Hub to perform digital SAWEM market monitoring and surveillance, integrated data driven regulatory decision making and business intelligence for a period of five years.** This opportunity suits vendors with data integration, analytics, regulatory monitoring, security, and cloud-ready architecture capabilities, including Microsoft Solutions Accredited Partner status (mandatory), and registrations such as SARS TCS, CSD, and BBBEE; security clearances and professional body affiliations are advantageous.

#### Requirements
- Capability to extract data from multiple sources (APIs, structured/unstructured data) and to perform transformation/load into standard formats; central data hub with core datasets; surveillance dashboard; analytics; reporting; and governance-focused outputs.
- Security: implement two-factor authentication, data encryption, access control, logging, and cloud-specific security per Annexure 2 guidelines.
- Integration: ability to connect with organisational applications and support enforcement workflows from detection to resolution; drill-down reporting and governance dashboards.
- Compliance and eligibility: minimum 60% on Annexure 1 service requirements (Stage 1 threshold 65 points for progression); 80/20 price-and-preference scoring; adherence to GCC and Special Conditions; CSD and TCS registrations; BBBEE certification; Microsoft Solutions Accredited Partner; confidentiality/security clearance; professional body memberships.
- Cloud readiness: comply with NERSA Cloud Computing Guidelines (Annexure 2).
