#### Requirements
- NEMA-registered ESIA firm; valid NEMA certificate and practicing license for 2026.
- Legal/registration documents: company registration, KRA PIN, valid Tax Compliance Certificate, valid business permit; CR12/CR13 as applicable; serialization of proposal pages.
- Lead Expert: NEMA-registered Lead ESIA Expert with ≥7 years’ experience.
- Technical team: Team Leader (ESIA), Sociologist (stakeholder engagement/GBV mitigation), Water/Energy Engineer.
- Experience: ≥3 similar ESIAs for water projects (including solarization, borehole drilling/equipment, distribution networks) in last 5 years.
- Documented English proficiency; deliverables, methodology, and work plan aligned to TOR.
- Compliance forms: disclosure of interest, independent proposal determination, etc., as required in the RFP.

#### How to Apply
- Deadline: 19 October 2026 at 10:00 local time (see NYAWASSCO/K-WASH/RFP/03/2026-2027).
- Submission method: sealed technical and financial proposals deposited in the Tender Box at Nyasare office; no online submissions (manual submissions not allowed).
- Documents to submit (separate technical and financial proposals): technical proposal (understanding, methodology, work plan, CVs of key staff), financial proposal (breakdown of consultancy fees), detailed CV of project lead; completed forms (disclosure of interest, independent proposal determination, self-declaration, foreign tenderer rule as applicable).
- Required registrations/clearances: tax clearance, KRA PIN, business permit, CR12/CR13 as applicable; NEMA certification and license for ESIA; evidence of financial capacity (audited accounts, credit letter, bank statements).
- Additional: proposals priced in Kenyan Shillings; 120-day validity; QCBS evaluation (technical 0.8, financial 0.2) with a minimum 70% technical score to pass; lowest evaluated price wins. Payment terms: 30% on inception approval, 40% on draft ESIA, 30% on final ESIA and NEMA license.
