## Summary

#### Overview
**RFP GSM028/2026 seeks proposals for cross-border trucking and bonded warehousing services for SAA Cargo to Gaborone, Harare, Manzini, Maputo, Maseru, Windhoek and Walvis Bay.** Bidders should be experienced cross-border freight/logistics providers with a valid bond license, Cross-Border Road Transport permits, bonded warehousing partnerships, a telematics fleet, in-transit insurance, and capability to provide ad-hoc and scheduled services with strong admin/support and privacy/compliance controls. Destinations include GBE, HRE, MTS, MPM, MSU, WDH, WVB (RFP GSM028/2026 Cross-border Trucking.pdf). #### Requirements
- Valid license as Remover of Goods in Bond with adequate bond value (Customs). 
- Valid Cross-Border Road Transport permit for each vehicle/routes (Cross-Border Act). 
- Partnership with Bonded Warehouses in neighboring states. 
- Sufficient fleet to handle ad-hoc and scheduled loads; rapid response times; destination coverage including 72-hour delivery post-notification. 
- Closed, sealable, tamper-proof vehicles with satellite tracking; fleet telematics. 
- Insurance: Goods-in-transit cover with minimum liability (22 SDR/kg or declared value); proof required. 
- Administrative support, customer service, and weekly shipment status reports; security plan per SAA AVSEC. 
- Compliance with SARS/customs, site visits during evaluation, and testimonials or verifiable references. 
- Membership in SA Road Freight Association (RFA) or equivalent; proof requested.
