## Summary

#### Overview
**The procurement is for the appointment of a Terminal Operator to design, finance, operate, maintain, refurbish, and/or construct and transfer a Multi-Purpose Terminal (B-D Berths) for a 25-year concession at the Port of Cape Town.** Bidders should be capable port-terminal operators or consortiums with: port/terminal operations experience, construction/refurbishment capabilities, and the ability to arrange long-term project financing; alignment with B-BBEE and environmental/safety requirements is expected.

#### Requirements
- Administrative responsiveness and qualification criteria as per Part II.
- Ability to finance, design/construct/refurbish, operate, and maintain the Terminal under a TOA framework for 25 years.
- Environmental, safety, and related consents/permits, including Environmental Management Plans and Harbour Master guidelines.
- B-BBEE verification, Black Ownership commitments, and tax clearance certificates.
- Ability to negotiate the Finance Direct Agreement and related concession/package documents, including concession fee offers and risk allocation with lenders.
