- B-BBEE: SANAS-accredited certificate as per Amended Construction Codes; JV/consolidated certificates for projects.
- Experience: demonstrated experience on at least one General Building project value ≥ R9m in last 10 years (with reference letters, appointment letters, completion certificates).
- Professional team: licensed professionals in key roles (e.g., Pr. Arch, Pr. Eng/Tech Eng, Pr. QS as applicable) and PSPs for design, safety, acoustics, conservation, etc.
- Security and governance: top bidders undergo SSA security vetting; compliance with PFMA, NEMA, MISS, CIP Act, and other legislation.
- Evaluation: minimum 70 points on functionality; subject to State Security vetting and capacity rules for active projects.
