## Summary

#### Overview
**The IDC is procuring the appointment of recognised credit rating agencies to provide domestic and international credit rating services for a five-year period.** Bid opportunities cover two categories: Category 1 (Domestic/National) and Category 2 (International/Global); suitable agencies with FSCA registration for SA ratings and/or international rating capabilities are invited to bid.

#### Requirements
- Regulatory registrations: Domestic bidders must be registered with the FSCA in good standing; international bidders must demonstrate global rating capability. (Comply with Section 7.1 and 7.3)
- Demonstrated experience: Minimum three reference letters for credit rating assignments in the last five years, including relevant exposure to SOEs, banking, and private sector (Domestic and International categories as applicable). 
- Methodology and governance: Detailed methodology for rating assignment, governance, and deliverables; clear project plan and timelines.
- Service delivery and analyst coverage: Ongoing analyst coverage with a signed undertaking of continuity and availability.
- Qualifications of analysts: Lead analyst qualifications, CVs, team structure, and roles/responsibilities clearly defined.
- Specific goals and transformation: B-BBEE certificate (or sworn affidavit for EMEs/QSEs) and a plan for promoting black-owned entities; alignment with the Specific Goals scoring.
- Compliance: Tax compliance (SARS PIN/TCS) or CSD status if no TCS; completion of all standard bid documents and disclosures; POPIA/privacy requirements.
- Deliverables and performance: Initial rating, annual surveillance, instrument ratings, advisory support, market communications, and defined service levels.

#### How to Apply
- Briefing: Non-compulsory briefing on 20 July 2026 at 09:00 via Microsoft Teams (see RFP T37/07/26 for details).  
- Submission deadline and method: Closing 28 July 2026 at 11:00; electronic submission only to IDC’s dedicated portal (amendments allowed before closing). Ensure submissions are accessible (max 50MB per file).  
- Documents to submit: Cover Page; Returnable Schedules (1–4); Annexures 1–8; Board resolutions; company representative ID; tax/compliance certificates; B-BBEE documents; disclosure statements; financials; JV/consortium/subcontracting agreements as applicable; and Schedule 4: Price Proposal (as a separate file). (Refer to Annexures 2–8)
- Pre-qualifications: CSD registration number and unique references; FSCA registration (for domestic category); SARS tax compliance status or PIN; full ownership/shareholder details; staff CVs and team structure.  
- Questions: Written inquiries to Joseph Phiri; responses posted within two days after the last day of inquiries.  
- Where to obtain documents: RFP documentation and annexures attached to the tender (see T37/07/26).  
- Bid validity and award: Bid responses valid for 120 days; five-year contract term with potential SLA and performance monitoring post-award.  
- Price and evaluation: Separate pricing for Domestic and International categories; 80 points for price and 20 for specific goals; mandatory functionality thresholds to qualify for price-based evaluation.  
- Other: IDC may amend bid conditions or extend deadlines; site visits and background checks may be conducted. (See Sections 8–9 and 12 of the RFP)
