**PRASA seeks proposals to appoint a service provider to render cleaning and hygiene services at Umjantshi House for 36 months.** Bidders should be capable cleaning/hygiene contractors with current registration on the Central Supplier Database (CSD), SARS tax compliance (TCS PIN or CSD number), and relevant industry credentials (NCCA registration and Bargaining Council). Umjantshi House comprises about 39,504 m2 of building space plus yard area, totaling ~49,290 m2 across 17 floors and 3 basements; staffing target is 27 personnel (25 general workers, 2 supervisors).

#### Requirements
- Registration with the National Contract Cleaners Association (NCCA) and Bargaining Council; Public Liability insurance.
- Compliance with applicable laws: Occupational Health and Safety Act, Labour Relations Act, Basic Conditions of Employment Act, Environmental/Waste Act, National Minimum Wage Act, and related statutes.
- Tax compliance: SARS TCS PIN or equivalent; CSD registration; applicable for consortia/sub-contractors.
- Staffing plan: 27 cleaners (25 general workers; 2 supervisors), Mon–Fri 7:00–16:00, with a contingency plan.
- Scope of work: cleaning and hygiene services across internal/external areas (buildings, lifts, parking, walkways, ablution facilities, etc.) with specified frequencies; adherence to health, safety and environmental requirements; use of PRASA standard contract and SLA.
- Tender packaging and compliance: two sealed envelopes (technical/compliance and financial), required forms (A, B, C, D, E, F, G, H) plus SBD 4 and SBD 6.1; availability of Annexures and a draft contract (Annexure 1) for negotiation.
- Funding contingency: award subject to confirmed budget; PRASA may cancel if funding is not secured.
