## Summary

#### Overview
**Procurement of a consortium or multidisciplinary professional services team to deliver Stage 1 to Stage 6 upgrades/additions at King Hintsa TVET College campuses, Eastern Cape, led by an Architect and including Quantity Surveyors, Civil & Structural Engineers, Electrical & Mechanical Engineers, Occupational Health and Safety Agents and Social Facilitators.** Bidders must assemble qualified professionals registered with SACAP, SACQSP, ECSA, SACPCMP (and related bodies), supply required insurances and governance documentation, and comply with CIDB and IDT/KING HINTSA standards.

#### Requirements
- Mandatory registrations and qualifications for each discipline (Architects – SACAP; Civil & Structural – ECSA; Quantity Surveyors – SACQSP; Electrical/Mechanical – ECSA; OHS Agent – SACPCMP; Social Facilitator – relevant Social Sciences qualification).
- Proof of professional indemnity (main text: at least R6 million; consortiums may require R2 million per discipline as per attachments).
- COIDA/Workman’s Compensation or FEM Good Standing; valid letters for each JV/partner.
- Proof of CSD registration or tax compliance status (PIN/CSD); tax clearance where applicable.
- Consortium documentation: consortium agreement or letter of intent from each discipline; letter of authority for signatories; each party to submit authority if needed.
- Evidence of prime lead (Architect) and designated professionals with CVs, qualifications, and registration numbers; reference letters for similar projects (up to five).
- Returnable documents: SBD1, SBD4, SBD6.1, pricing schedule, Form of Offer, proof of registrations and good standing, CSD/tax documents.
- Contract framework: CIDB Standard Professional Services Contract 3rd Edition; price/fee structure as percentage of construction budget; VAT where applicable.
- Evaluation: 3-stage process—Stage 1 mandatory, Stage 2 functionality (70 points), Stage 3 80/20 preference (price 80, specific goals 20; goals include Women, Youth, People with Disabilities, Black People).
