## Summary

#### Overview
**Procurement of participation in the EPWP Non-State Sector Programme for 2026/27–2028/29.** The Independent Development Trust invites eligible NPOs to deliver community assets/services under EPWP Phase V NSS NPO Programme. Contracts run three financial years (2026/27–2028/29). Focus areas include facilities maintenance, cleaning, road works, waste management, energy, arts for PwDs, food security, and GBV initiatives. Eligible bidders are NPOs with at least 2 years in existence, compliant with COIDA, UIF, tax, DSD, and address/permitted operation requirements. Maximum of 14 main sites (350 participants) within 45 km of the NPO office; each main site has 25 participants, with sub-sites within 5 km.

#### Requirements
- Mandatory qualifications and compliance (three items or more):
- Authority to Sign bid documents; COIDA Certificate (Good Standing) for 2026/2027; UIF Registration; NPO Registration (2+ years); DSD Compliance Letter (2025/2026); Proof of physical business address; Permission letters to operate on sites; biometric equipment readiness for sites.
- Returnable documents: SBD 1, SBD 4; Full CSD report; Tax Compliance with PIN; Permission letters; proof of business address; audited financial statements; commitment for biometric gadgets.
- Evaluation: three-stage process—Mandatory requirements, Functionality (minimum 80 points), Due Diligence on-site (minimum 90 points). Only NPOs passing functionality proceed to due diligence.
- Contract terms: three-year appointment; region-specific assignment (one NPO per region); no joint ventures or sub-contracting for this bid.

#### How to Apply
- Submission deadline: 14 August 2026 at 12:00. Briefing sessions are mandatory and run regionally (dates/venues in Section H; attendance is required).
- Submission method: hand-delivered in a sealed envelope to the IDT regional offices; bid documents via email or fax are not accepted.
- Documents to submit: fully completed SBD 1 and SBD 4, Central Supplier Database report, Tax Compliance letter with PIN, permission letters, proof of address, audited financials, and a commitment letter to provide biometric gadgets.
- Registrations/pre-qualifications: NPO must be registered for at least 2 years; COIDA UIF; DSD compliance; CSD/Tax PIN as applicable; ensure region-specific focus areas have valid permissions.
- Briefing sessions: compulsory; see Section H for provincial venues and times (attendance mandatory; non-attendance may lead to elimination).
